Alabama, Where ID Is Required to Vote, Closes DMVs in Most “Black Belt” Counties

On Wednesday, the state of Alabama announced that it was shutting 31 driver’s license offices because of budget cuts. Two columns on Al.com subsequently noted that the cuts—which come on the heels of a 2011 law that requires voters to show government-issued IDs—will disproportionately affect counties in the state’s largely Democratic “black belt” region.

Columnist Kyle Whitmire writes that 29 of the state’s 67 counties will now lack a driver’s license office—and, depending on whether you define the “black belt” as constituting 18 or 24 counties, either 12 or 15 of those newly office-less counties will be in the historically black area. Two-thirds of counties in the narrowly defined “black belt” will lack now a driver’s license office (12 of 18); only one-third (17 of 49) of other counties will lack one.

Columnist John Archibald, meanwhile, observes that no Alabama counties in which more than 75 percent of registered voters are nonwhite will now have a driver’s license office. Another way of framing the issue: Offices will be shuttered in the five counties whose voters most strongly supported Barack Obama in the 2012 presidential election.

Alabama Gov. Robert Bentley is Republican, and the state’s Senate and House of Representatives are both GOP-controlled.

This is he result of searching high and low for the last 10 years for incidences of Voter Fraud…

And finding nothing but Republican racism.

New database of US voter fraud finds no evidence that photo ID laws are needed

A new nationwide analysis of 2,068 alleged election-fraud cases since 2000 shows that while fraud has occurred, the rate is infinitesimal, and in-person voter impersonation on Election Day, which prompted 37 state legislatures to enact or consider tough voter ID laws, is virtually non-existent.

In an exhaustive public records search, reporters from the investigative reporting projecdt News21 sent thousands of requests to elections officers in all 50 states, asking for every case of fraudulent activity including registration fraud, absentee ballot fraud, vote buying, false election counts, campaign fraud, casting an ineligible vote, voting twice, voter impersonation fraud and intimidation.

Analysis of the resulting comprehensive News21 election fraud database turned up 10 cases of voter impersonation. With 146 million registered voters in the United States during that time, those 10 cases represent one out of about every 15 million prospective voters.

“Voter fraud at the polls is an insignificant aspect of American elections,” said elections expert David Schultz, professor of public policy at Hamline University School of Business in St. Paul, Minn.

“There is absolutely no evidence,” Schultz said, that voter impersonation fraud “has affected the outcome of any election in the United States, at least any recent election in the United States.”

The News21 analysis of its election fraud database shows:

  • In-person voter-impersonation fraud is rare. The database shows 207 cases of other types of fraud for every case of voter impersonation. “The fraud that matters is the fraud that is organized. That’s why voter impersonation is practically non-existent because it is difficult to do and it is difficult to pull people into conspiracies to do it,” said Lorraine Minnite, professor of public policy and administration at Rutgers University.
  • There is more fraud in absentee ballots and voter registration than any other categories. The analysis shows 491 cases of absentee ballot fraud and 400 cases of registration fraud. A required photo ID at the polls would not have prevented these cases. “The one issue I think is potentially important, though more or less ignored, is the overuse of absentee balloting, which provides far more opportunity for fraud and intimidation than on-site voter fraud,” said Daniel Lowenstein, a UCLA School of Law professor.
  • Of reported election-fraud allegations in the database whose resolution could be determined, 46 percent resulted in acquittals, dropped charges or decisions not to bring charges. Minnite says prosecutions are rare. “You have to be able to show that people knew what they were doing and they knew it was wrong and they did it anyway,” she said. “It may be in the end” that prosecutors “can’t really show that the people who have cast technically illegal ballots did it on purpose.”
  • Felons or noncitizens sometimes register to vote or cast votes because they are confused about their eligibility. The database shows 74 cases of felons voting and 56 cases of noncitizens voting.
  • Voters make a lot of mistakes, from accidentally voting twice to voting in the wrong precinct.
  • Election officials make a lot mistakes, from clerical errors — giving voters ballots when they’ve already voted — to election workers confused about voters’ eligibility requirements.

The New Jim Crow – Voter ID Vote Suppression

I cannot remember — even sitting in an Orangeburg County jail — when I had as much anxiety as I’m experiencing today. Back then, even when we were at the back of the bus and we were not able to sit down at lunch counters, we really felt strong that what’s happening to me here in Orangeburg, SC or Columbia, SC, ah, if I can get my plight before the United States Supreme Court, the promise of this country will be delivered for me. That’s what we felt, and I can remember our discussions in meetings — yeah, we’re going to jail now. We are going to be convicted. But we know that that conviction is going to be overturned by the United States Supreme Court.

I don’t feel that today.

The ‘Voter Fraud’ Fraud

As President Obama spoke about Representative Paul Ryan’s budget yesterday, Fox News broke away from the president’s remarks to cover “a stunning case in South Bend, Indiana.” The story covered an indictment by the St. Joseph County prosecutor’s office alleging that local Democratic officials forged signatures to get Obama, Hillary Clinton and John Edwards on the Indiana Democratic Primary ballot in 2008. “Indiana State Police investigators identified a total of 22 petitions that appeared to be faked, yet sailed through the Voter Registration Board as legitimate documents,” Fox reported. Eric Shawn, of the Fox News Voter Fraud Unit, said that a local election worker was “ordered to forge presidential petitions for Barack Obama, illegally faking the names and signatures of unsuspecting voters to put the then-Illinois senator on the presidential primary ballot.”

The new report will no doubt underscore the belief among Fox News viewers that Obama was illegitimately elected in 2008. According to a 2009 poll by Public Policy Polling, “52% majority of GOP voters nationally think that ACORN stole the Presidential election for Barack Obama last year, with only 27% granting that he won it legitimately.” Conservative commenters are pointing to the indictment as further proof of rampant voter fraud and more evidence of the need for voter ID laws nationwide.
