You hear this refrain frequently – that American companies can’t find qualified or educated workers. With the recent exposure that many companies automatically exclude the unemployed as potential employees – it’s becomming incresingly obvious that it is not the education system that is the problem…
It’s the companies themselves.
Some years ago many companies started using automated search engines which sorted resumes looking for keywords. The growth of the Internet has also meant the growth of potential resumes which a company can choose from. Keyword searches are based on the faulty idea that someone who is qualified for a potential position will include those words in the resume. So for instance, a candidate with an ITIL, Six Sigma, or PMI certification would include those terms in the resume. Since real work skills, accomplishments, and experience don’t translate to such simpleminded analysis – the impact of this was to devalue the experience of anyone who could actually do the job, and raise the value of folks who became certification whores.
Leading to the surreal environment where the self proclaimed “father of the Internet” couldn’t get hired for a technical job in the industry he created – or a guy who had actually designed and built bridges over rivers for 25 years…
Is suddenly “unqualified” for a job to design and build bridges, because he hadn’t built a bridge over a creek.
Enabled by the power of the computer, Human Resources folks were able to get very precise in developing requirements for potential hires. This meant developing skills criteria where no one, who wasn’t already doing the job for the hiring company (and usually even the person in the job couldn’t qualify for), could ever fit. Years ago, I took a job with a company which had developed a proprietary technology which was only utilized at that time in 3 other places in the world, including DARPA (Defense Advanced Research Projects Agency – which is a small group of really smart guys working on super secret technology projects), and MIT being two of the three other places. My advantage? I had at least read about it in technical publications. Recognizing that the pool of folks who knew anything about the technology was exceedingly small – the company had an aggressive internal education program to bring employees up to speed.
Today, companies don’t want to invest in training employees – believing that the alphabet soup of outside certification agencies is somehow going to produce qualified employees. It doesn’t, what it produces is a lot of employees with the common toolkits to work – which is a large distance from having the real functional skills.
Being in the tech industry means getting approached by headhunters several times a week, sometimes on resumes that are 10 years or more old. My last name is the same as a company which produces a very sophisticated software system. For years I’d get calls from breathless headhunters looking for programmers familiar with the system. Never occurred to these folks that if I was the guy who had created the system, and CEO of the company bearing my last name…
WTF would I be looking for a junior or mid-level programming job?
Another common scam is the “temp to perm” companies, where job aggregators try and get overqualified folks to take “temporary” positions at low hourly rates, under the caveat that they may be offered a permanent job. The scam is that the permanent job, if it is ever offered, pays substantially less than the going rate for the qualification skill set. No reason for the employee to be loyal to that company – or stay. Which feeds a vicious cycle that the “temp” employee is looking for work, and will jump as soon as anyone else offers him a real job, or a real wage.
I worked for IBM at one point in my life. On a lot of desks in those days you would find the simple motto “Think”.
I think today’s motto for a lot of companies in a world of largely dysfunctional CRM and HR Systems is “Don’t Think”.
I think part of the frustration we are seeing beginning to bubble to the surface with the Occupy protests is dealing with a system which has lost any semblance of once having a soul. Decisions are automated, making even the smallest diversion from the specified path a crisis, requiring an inordinate amount of time to deal with the issue on the consumers part. This is much worse than calling your phone carrier, to get a customer service rep in India who doesn’t realize Chicago and Atlanta are 1000 miles away from each other – or having to spend 1 1/2 hours with some phone tech at Verizon (which I’ve done several times) to go through “remote testing” and “resetting your router” of your DSL service to get them to send out a repair crew when you are looking out your back door at a tree that has fallen across the phone line and broken it…
Because instead of just killing people’s time – the companies utilizing these systems are killing people’s livelihoods.
Why Companies Aren’t Getting the Employees They Need
Everybody’s heard the complaints about recruiting lately.
Even with unemployment hovering around 9%, companies are grousing that they can’t find skilled workers, and filling a job can take months of hunting.
Employers are quick to lay blame. Schools aren’t giving kids the right kind of training. The government isn’t letting in enough high-skill immigrants. The list goes on and on.
But I believe that the real culprits are the employers themselves.
With an abundance of workers to choose from, employers are demanding more of job candidates than ever before. They want prospective workers to be able to fill a role right away, without any training or ramp-up time.
Bad for Companies, Bad for Economy
In other words, to get a job, you have to have that job already. It’s a Catch-22 situation for workers—and it’s hurting companies and the economy.
To get America’s job engine revving again, companies need to stop pinning so much of the blame on our nation’s education system. They need to drop the idea of finding perfect candidates and look for people who could do the job with a bit of training and practice.
There are plenty of ways to get workers up to speed without investing too much time and money, such as putting new employees on extended probationary periods and relying more on internal hires, who know the ropes better than outsiders would.
It’s a fundamental change from business as usual. But the way we’re doing things now just isn’t working.
The Big Myths
The perceptions about a lack of skilled workers are pervasive. The staffing company ManpowerGroup, for instance, reports that 52% of U.S. employers surveyed say they have difficulty filling positions because of talent shortages.
But the problem is an illusion.
Some of the complaints about skill shortages boil down to the fact that employers can’t get candidates to accept jobs at the wages offered. That’s an affordability problem, not a skill shortage. A real shortage means not being able to find appropriate candidates at market-clearing wages. We wouldn’t say there is a shortage of diamonds when they are incredibly expensive; we can buy all we want at the prevailing prices.
The real problem, then, is more appropriately an inflexibility problem. Finding candidates to fit jobs is not like finding pistons to fit engines, where the requirements are precise and can’t be varied. Jobs can be organized in many different ways so that candidates who have very different credentials can do them successfully.
Only about 10% of the people in IT jobs during the Silicon Valley tech boom of the 1990s, for example, had IT-related degrees. While it might be great to have a Ph.D. graduate read your electrical meter, almost anyone with a little training could do the job pretty well.
A Training Shortage
And make no mistake: There are plenty of people out there who could step into jobs with just a bit of training—even recent graduates who don’t have much job experience. Despite employers’ complaints about the education system, college students are pursuing more vocationally oriented course work than ever before, with degrees in highly specialized fields like pharmaceutical marketing and retail logistics.
Unfortunately, American companies don’t seem to do training anymore. Data are hard to come by, but we know that apprenticeship programs have largely disappeared, along with management-training programs. And the amount of training that the average new hire gets in the first year or so could be measured in hours and counted on the fingers of one hand. Much of that includes what vendors do when they bring in new equipment: “Here’s how to work this copier.”
The shortage of opportunities to learn on the job helps explain the phenomenon of people queueing up for unpaid internships, in some cases even paying to get access to a situation where they can work free to get access to valuable on-the-job experience.
Companies in other countries do things differently. In Europe, for instance, training is often mandated, and apprenticeships and other programs that help provide work experience are part of the infrastructure.
The result: European countries aren’t having skill-shortage complaints at the same level as in the U.S., and the nations that have the most established apprenticeship programs—the Scandinavian nations, Germany and Switzerland—have low unemployment. (more…)
